Duff’s side will play each team in group C home and away throughout the tournament.
Liverpool U23s were knocked out of the Premier League Cup last season, at the last-16 stage after losing 3-1 to Middlesbrough at Bishop Auckland.
Meanwhile, the Baggies in a group alongside Aston Villa, Sheffield United and Ipswich Town failed to proceed into the knock-out stages of the competition.
